POSITION TITLE: TALENT ACQUISITION SPECIALIST     REPORTS TO: SENIOR SUPERVISOR

 

OVER-TIME STATUS: EXEMPT                                    PAY GRADE: 219A

 

JOB SUMMARY
Responsible for planning, organizing, and assisting with the development and maintenance of Human Resources programs for the school division, including staffing, pre-employment classification, compensation, new employee and substitute orientation, staff training and professional development as deemed necessary, and other assigned areas. Work is performed under the general supervision of the Director of Human Resources. Supervision is exercised over assigned staff members.

ESSENTIAL DUTIES:

• Manages a range of services and functions to support the daily operations of the Department of Human Resources;
• Provides guidance to assigned support personnel and provides effective leadership that supports teamwork in the accomplishment of departmental objectives;
• Administers the staffing function, including (internal applicant) recruitment, selection, hiring, and placement of teachers and support staff for assigned schools and departments;
• Assists in the development of the Strategic Recruiting Plan;
• Monitors staffing plan, including transfer requests, personnel requests, applicant tracking, interviewing schedules, offers of employment, and notification process;

  • Collaborate with Recruitment to ensure that vacant positions are staffed with qualified applicants in a timely manner.
    • Works with principals and administrative staff to ensure teachers are assigned to teach subjects and classes for which they are certified after collaboration with Licensure.
    • Administers HR systems, including records management.
    • Performs duties associated with position control and staffing, posting of internal vacancies using the electronic applicant tracking system, screening of applicants to ensure eligibility for hire, validation of experience credit and references, preliminary salary schedule placement, extending job offers, and other areas as assigned;
    • Plans, develops, facilitates, and manages new employee orientation activities for newly hired employees;
    • Processes supplements for new hires, rehires, transfers, and promotions; Adds supplements for non-instructional staff as assigned.
    • Collaborates and promotes teamwork by sharing knowledge, providing cross-training for other employees, cooperating with others, participating in meetings and work groups, and supporting the goals and objectives of the division and the department;
    • Manages the personnel transaction process, including employee records, hard copy personnel records, ensuring all personnel and payroll deadlines are met, and employee information is accurate;
    • Consults with employee groups to determine human resources needs, recommending and developing enhanced services as appropriate;
    • Provides effective customer service to all employees and the public to support the mission of the Department of Human Resources using School Board policies and procedures and effective human resource management practices;
    • Maintains effective working relationships with colleagues through courteous, constructive, and professional interactions. Supports the team approach by responding to unplanned events or changes in work priorities with flexibility and cooperation;
    • Assists with special projects as directed, by researching, compiling, and analyzing human resources information and data;
    • Participate in various task forces, committees, and project teams as directed;
    • Assists with employee recognition events, including, but not limited to: teacher of the year reception and retirement banquet;
    • Performs related tasks as required.


JOB SPECIFICATIONS/PHYSICAL REQUIREMENTS:
Thorough knowledge of human resources administration, including knowledge of accepted methods and practices of recruitment and selection, classification, compensation, training, testing and research techniques; thorough knowledge of principles of school division organization and administration; ability to establish and maintain effective working relationships with job applicants, departmental supervisors, teachers, other employees, and the general public; ability to perform a variety of complicated tasks; ability to express ideas clearly both orally and in writing.

 

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for analyzing written or computer data, determining the accuracy and thoroughness of work; the worker is not subject of adverse environmental conditions.


EDUCATION AND EXPERIENCE:
Bachelor Degree in personnel or educational administration or related field, and extensive professional experience in public personnel management.
A comparable amount of training and experience may be substituted for the minimum qualifications.
