Description

Basic Purpose

Responsible for designing and implementing a staffing program to support the Company’s strategic initiatives.  Provides leadership, support, and vision to the talent acquisition department who provide support to Company hiring managers. 

Essential Duties and Responsibilities

Develops staffing plans,  procedures, and related processes. Directs internal and external talent acquisition activities for non-represented and represented positions. Oversees and participates in testing and enhancements of applicant tracking systems and other recruitment related technologies.  Establishes and maintains relationships with hiring managers to stay abreast of current and future hiring and business needs and to develop strategic staffing plans.

 

Oversees the talent acquisition department, while also acting as a working manager / recruiter involved in recruiting activities for certain job types or business units as needed. Manages recruiters and support team.

 

Implements strategies to identify, attract and hire high-quality employees. Proactively researches and investigates innovative sourcing strategies.  Develops and maintains relationships in the community through organizations and other recruiting sources to include targeted job fairs, universities, trade associations, and search firms. 

 

Reviews and screens applicant resumes, conducts phone screens, coordinates and conducts in-person interviews, and provides guidance to hiring managers on talent acquisition activities. Supervises and oversees pre-employment activities including drug testing, criminal background checks and employment verifications, physicals, relocation, and on-boarding / orientation of new hires.  Develops and facilitates talent acquisition-related training programs for hiring managers. Provides a professional, seamless, and quality recruiting and new hire experience for applicants and new hires.

 

Ensures that staffing activities are in compliance with Company policy, EEO and ADA guidelines. 

 

Manages the contingent worker / staff augmentation program including selection and oversight of the third-party administrator(s). Serves in a leading role on the Internship Committee to provide guidance and direction to the Committee from an HR perspective. Works closely with Company personnel regarding the Pre-Apprentice and Apprenticeship Program to ensure strategic workforce planning for apprentices. Works closely with customer operations leaders to plan and support the hiring of customer service representatives through periodic classes.

 

Tracks, audits and analyzes recruitment programs and processes including turnover rates, time-to-fill, and open positions. 

 

Manages and completes projects as assigned. 

 

Performs related duties as assigned.

 

 



Qualifications

Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree from an accredited school in human resources, business, communications or a related field and 6 years of related experience. 

 

Specialized Knowledge and Skills
Advanced understanding of staffing practices and workforce analytics.  Knowledge and experience with applicable EEO and ADA regulations and general HR practices.  Excellent verbal and written communication skills. Strong analytical skills. 

 

Equipment and Applications
PCs, word processing, spreadsheet and database software.
