SUMMARY
The Director of Talent Acquisition provides strategic leadership for all enterprise-wide recruitment initiatives across multiple service lines, including education, healthcare, behavioral health, federal contracts, and community-based programs.
This role is responsible for designing and executing a modern, data-driven, and AI-enabled talent acquisition strategy that supports a complex, multi-state organization. The Director partners closely with the Vice President of Human Resources, executive leadership, and operational leaders to forecast workforce demand, strengthen hiring pipelines, and ensure scalable recruiting infrastructure.
This position requires both strategic oversight and operational execution, including leadership of recruiting teams and hands-on management of executive or high-priority searches.
PRIMARY JOB FUNCTION(S):
Enterprise Talent Strategy
- Develop and execute a multi-year talent acquisition strategy aligned with organizational growth and workforce planning initiatives.
- Support hiring across diverse service lines including medical, education (including special education), behavioral health, federal contracts, and disability employment programs.
- Partner with leadership to anticipate workforce needs and proactively build talent pipelines.
AI & Technology Enablement
- Leverage AI-powered recruiting tools, automation, and predictive analytics to improve sourcing efficiency, candidate matching, and time-to-fill.
- Lead ATS optimization and integration with HRIS systems to ensure accurate data capture and reporting.
- Evaluate and implement emerging recruitment technologies to drive innovation and efficiency.
Workforce Analytics & Metrics
- Design and manage TA dashboards to track KPIs including time-to-fill, hire-to-start conversion, source effectiveness, cost-per-hire, 90-day retention, and diversity hiring metrics.
- Utilize data insights to refine recruiting strategies and present performance updates to executive leadership.
- Align talent acquisition analytics with broader workforce and human capital planning efforts.
Leadership & Team Management
- Lead, mentor, and develop a team of recruiters and coordinators across multiple geographic locations.
- Establish performance metrics and accountability standards.
- Build a culture of responsiveness, collaboration, and continuous improvement within the TA function.
Employer Branding & Market Positioning
- Strengthen employer brand across professional, education, and disability communities.
- Develop recruiting campaigns that position the organization as an employer of choice.
- Manage vendor relationships, advertising strategies, and digital recruiting presence.
Compliance & Risk Management
- Ensure recruitment processes comply with federal and state regulations, including EEO, OFCCP (where applicable), and disability employment requirements.
- Maintain audit-ready recruitment documentation and practices.
Hands - On Recruitment
- Manage executive-level and hard-to-fill searches.
- Support high-volume hiring needs for federal contracts and education programs as required.
REQUIREMENTS:
Education
- Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or related field.
- Master’s degree preferred (MBA, MS in HR, Organizational Development, or Analytics).
Experience
- 10+ years of progressive talent acquisition experience.
- Minimum 5 years leading enterprise or multi-location recruitment operations.
- Demonstrated experience hiring across multiple service lines (healthcare, education, behavioral health, government contracts, or disability services preferred).
- Proven experience building scalable recruiting processes within complex organizations.
- Experience integrating AI tools and advanced recruiting technologies.
- Strong familiarity with ATS/HRIS platforms (UKG, Workday, iCIMS, Greenhouse, etc.).

TRAVEL
Occasional day travel may be required to Chimes locations in Maryland, Delaware, Virginia, and Pennsylvania. Position is based in Baltimore, MD.
