The People and Culture Business Unit is hiring a Temporary Senior Talent Acquisition Specialist to join our Talent Acquisition Team to provide dedicated recruiting capacity for a major staffing initiative supporting newly created positions across the utility. This role leads full-cycle recruiting and serves as a strategic partner to hiring managers—driving effective, equitable, and timely hiring outcomes to help the utility meet critical workforce demands.

Job Responsibilities

Here is more about what you’ll be doing: 

  • Lead full-cycle recruitment for newly created positions, including intake/strategy meetings, sourcing, screening, interview coordination, debriefs, selection support, and offer development.
  • Participates in developing, implementing, and executing recruiting programs and strategies to fill current openings, and help build a healthy and diverse pipeline of qualified candidates;
  • Builds relationships with our leadership team and provides excellent customer service before, during, and after the recruiting process; keeps everyone informed and up-to-date throughout the hiring process. Proactively networks, cold calls, and deep dives into passive candidate networks throughout various markets;
  • Act as liaison between Subject Matter Experts (SME) and HR to ensure consistent and professional recruitment/hiring processes; 
  • Advise business units on job postings, screening tools, interview instructions and questions; 
  • Facilitating and proctoring written and working tests, and the development of interview panels; 
  • Promote an excellent and professional candidate experience, including timely communications, candidate notification, offer letters, background checks and/or physicals, and assist with start date coordination; 
  • Provide advice on hiring procedures, staffing priorities, recruitment strategies and salary guidelines for Step Progression positions; 
  • Interpret and apply a broad range of employment laws, public personnel administration practices, and labor relations guidelines; 
  • Utilize social media recruiting efforts thru LinkedIn
  • Actively participate and promote the company at career fairs on college campuses and local job fairs; 
  • Develop innovative and strategic recruitment and advertisements; 
  • Research and resolve complex issues and make sound judgments on the applicability of conflicting guidelines; 
  • Maintain the integrity of department data and employee information in a confidential manner; 
  • Track and monitor all hiring transactions in various employment databases.

Qualifications

Required Qualifications: 

In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

Education: A Bachelor's degree in Social Sciences, Human Resource Management, Business Administration or related field.
  
 Experience: Two years of responsible professional experience in personnel administration, human resources, or related experience. Experience with Microsoft Office Suite and Human Resources Information Systems database programs (e.g. HRIS) or comparable database systems, as well as experience working with confidential information.


Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

  • Experience utilizing NeoGov Applicant Tracking System. 
  • Must be detail oriented 
  • Experience coordinating hiring processes in a complex, unionized organization 
  • Experience working with financial, engineering, asset management, communications employees, and knowledge of public sector organizational practices 
  • Ability to establish and maintain effective relationships at all levels of the organization 
  • Broad knowledge and application of employment law 
  • Experience using applicant tracking systems 
  • Excellent interpersonal, oral and written communication skills 
  • Excellent judgment, ability to work independently, self-motivated, and able to take initiative 
  • Excellent problem solving abilities with the ability to foresee potential obstacles and proactively identify solutions and resolve issues 
  • Ability to drive for results, manage shifting priorities with very little direction, and to deliver superior customer service 
  • Establishes recruiting requirements by studying organization plans and objectives; meeting with managers to discuss needs.

The full salary range for this position is $47.39 to $55.19 per hour.
