El Paso County is searching for a Talent Acquisition Specialist – Limited Term to join our Human Resources team. This limited-term opportunity is anticipated to run from September 2026 through January 2028 and offers an exciting opportunity to recruit talented professionals who make a difference in our community every day.

Hiring Rate: $76,500.00 annually

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm; subject to change.


Serves as a strategic resource and partners with leadership to align recruiting operations with business objectives. Executes full life cycle recruiting with a strong emphasis on candidate sourcing. Provides guidance to both management and staff regarding recruiting. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

Essential Duties/Responsibilities

  • Serves as a strategic resource regarding recruitment solutions; collaborates with appropriate individuals to develop a strategy and achieve recruiting goals.
  • Responsible for developing an effective recruitment strategy, including researching and sourcing efforts across various technical functions. Measures recruitment effectiveness; identifies improvement areas and recommends and implements solutions.
  • Partners with hiring managers to develop sourcing strategies in correlation to industry trends and insights. Actively leads projects by establishing action plans; researches necessary and appropriate resources.
  • Responsible for executing full life cycle recruiting, including candidate sourcing and screening; provides hiring recommendations and extends employment offers. 
  • Identifies, plans, manages, and coordinates recruiting and hiring events, including job fairs and networking/sourcing events. 
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs, reviews with leadership, and implements improvements.
  • Establishes and fosters effective working relationships and strong business partnerships.
  • Provides consultation and interpretation for staff regarding recruitment-related policies and procedures; ensures compliance with policies as well as State and Federal laws.
  • Assists with analyzing metrics and employee-related data to identify trends and develop recruitment solutions; may compile reports per departmental and outside agency requests.
  • Assists with various Human Resources functions and projects as needed. 
  • Performs other duties as required.
 
Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
 
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

  • Strong analytical skills to interpret and evaluate various methodologies and associated data.

  • Ability to communicate effectively both verbally and in writing; ability to exercise tact and courtesy.
  • Ability to establish and maintain effective working relationships with employees, County staff, elected officials, and the public.
  • Must be proficient with Microsoft Office Suite.
  • Ability to handle difficult situations with diplomacy in a professional manner.
  • Ability to interpret and apply Federal, State, and Local policies, laws, and regulations.
  • Maintain regular and punctual attendance.
Required Education & Experience
  • High school diploma or equivalent education. 
  • Three years of experience in talent acquisition, recruiting, or a related field.
    • Associate’s degree in a related field may substitute for one year of the required experience. 
    • Bachelor’s degree in a related field may substitute for two years of the required experience. 
    • Education substitutions are not cumulative; only the highest qualifying degree will be considered.
Preferred Education & Experience
  • Experience working in local government preferred.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some travel may be required.
