Halifax Regional Municipality is inviting applications for two term (up to 18 months) Talent Acquisition Specialists with the Talent Acquisition division of Human Resources. The Talent Acquisition Specialist is responsible for building talent pipelines and identifying potential candidates for current and future hiring needs. In collaboration with the hiring managers and Talent Acquisition Advisors, the Talent Acquisition Specialist leverages creative sourcing strategies including candidate sourcing, industry events and associations, community partnerships and social media to target and connect with both active and passive candidates, guiding executive level candidates through our hiring process and ensuring a positive candidate experience through to hire.  

DUTIES AND RESPONSIBILITIES:
  • Collaborates with Talent Acquisition Advisors and hiring managers to understand specific hard to fill position requirements to source for the best active and passive candidates in the market.
  • Drives the identification of talent pools and pipelines by sourcing candidate databases, tapping into professional networks, leveraging social media, attending career and community events, managing relationships with colleges to qualify candidates and deliver exceptional candidate profiles to designated business units based upon job specifications and hiring goals.
  • Leads the tiered hard to fill process in collaboration with the Talent Acquisition Advisors and hiring manager, assesses previous recruitment attempts and recommends adjustments to staffing plans.
  • Builds relationships with post-secondary educational institutions to identify gaps in the workforce, create partnerships, provide feedback regarding opportunities for talent pathways, and utilize existing programs to promote hard to fill positions.
  • Collaborates with the hiring manager, Talent Acquisition Advisors and HR Business Partner in the review and maintenance of mass hire intakes such as Fire, Police, Bus Operators, Seasonal and Student hiring.
  • Leads collaboration and identifies opportunities with key internal stakeholders in support of recruitment related process improvements for the Talent team, hiring managers and candidate experience as well as other cross functional teams.
  • Leads the candidate sourcing, recruitment and selection process of Director and Executive level positions as required.
  • Promotes our employer brand online and offline.
  • Researches and prepares recruitment market trends to ensure the organization is competitive in consideration for being an employer of choice. 
  • Communicates with past applicants regarding new job opportunities that may be of interest.
  • Maintains and incorporates diversity initiatives to candidate attraction strategies, ensuring the talent communities include individuals of varied backgrounds, experiences, and styles.
  • Conducts phone (or video) screens with passive and active candidates to determine qualifications against position requirements, as necessary.
  • Supports talent acquisition needs by reviewing active candidate applications against job requirements, utilize screening questions to qualify candidates for positions, and update applicant tracking systems, as necessary.
  • Analyzes recruitment related data to anticipate future needs, prepares reports for leadership to support findings and identifies creative options to fill anticipated needs.
  • May perform other related duties as assigned.
QUALIFICATIONS:
Education and Experience:
  • Undergraduate degree in Human Resource Management, Business or a related area of study or equivalent experience.
  • Three (3) years of human resource experience with demonstrated experience in talent sourcing/acquisition.
  • Project Management experience is considered an asset.
Technical / Job Specific Knowledge and Abilities:
  • Thorough knowledge of applicable NS legislation, Labour Standards, and Human Rights Act.
  • Thorough knowledge of human resource principles and best practices.
  • Knowledge and skills in leadership and employee engagement
  • Commitment to the principles of diversity, equity and inclusion
  • Ability to handle confidential and sensitive information.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Two (2) term full-time (up to 18 months)

HOURS OF WORK: Monday - Friday, 8:30am - 4:30pm, 35 hours per week. Flex options to work outside of these hours and hybrid may be available.

SALARY: Non-union Level 7 ($82,900 - $107,280): Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
