Description

The anticipated hiring range is $68,830 - $88,561.

The HR Talent Acquisition Partner is responsible for developing, facilitating, and implementing all phases of the talent acquisition strategic plan and recruitment process. They will identify opportunities to build applicant pools, establish trust and partnerships with the department heads, division chiefs, executive staff, and City leadership, identify potential “fit” through effective interviewing and testing, effectively oversee and administer the interviewing and onboarding process and ensure a positive new hire experience. 

Developing and executing recruitment plans and strategies are primary responsibilities to ensure the City of Richmond is best positioned to attract, source and recruit top talent, both internally and externally.  This is an excellent opportunity to advance an already extensive career in HR with a focus on talent acquisition at the highest level.

Duties include but are not limited to

  • Lead and support the full end-to-end talent acquisition process, implementing strategic plans and ensuring equitable, objective, and compliant hiring practices.
  • Provide guidance to hiring managers on recruitment processes, policies, controls, diversity goals, and compensation expectations to ensure consistent, fair, and timely hiring decisions.
  • Source, pipeline, and engage qualified candidates through diverse channels, including databases, LinkedIn, colleges/universities, and advanced search techniques (Boolean, cold sourcing).
  • Manage and enhance the candidate experience through clear communication, education on career growth and benefits, and appropriate candidate disposition.
  • Facilitate evaluations and interviews, presenting candidates, gathering manager feedback, and adjusting strategies as needed.
  • Partner across complex matrixed divisions with senior leaders, HR, Finance, and other stakeholders to anticipate talent needs, understand market trends, strategize pipelines, and support offer negotiations.

  • Apply expertise in employment market conditions, HR laws and regulations, recruitment best practices, and compensation philosophy.
  • Utilize the full functionality of NeoGov and maintain data integrity, accuracy, and compliance across all hiring transactions.
  • Build and manage strong client relationships, establishing credibility and providing insights to address talent gaps, risks, and workforce planning needs.
  • Share innovative solutions, proactively streamline processes, and continuously improve the talent acquisition function for internal stakeholders.
  • Performs all additional related duties and responsibilities as required 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, ABILITIES: 

  • Project and data management proficiency
  • Strong knowledge of employment law and recruitment best practices
  • Expertise in competency-based interviewing and assessment techniques
  • Skilled in LinkedIn recruiting and Applicant Tracking Systems (including end-user and administrator functions)
  • Excellent written and verbal communication
  • Strong problem-solving, critical thinking, and customer service orientation
  • Ability to maintain strict confidentiality, work autonomously, and exercise sound judgment
  • Flexible, collaborative, and able to balance competing priorities
  • Advanced Microsoft Office and virtual collaboration tools experience
  • Awareness of City of Richmond community values

Minimum Qualifications

  • Bachelor’s Degree in Human Resources, Business, or Public Administration required (equivalency not accepted in place of a required degree)
  • Three (3) years of professional level recruiting experience 
  • 3+ years of Human Resources experience 

Preferred Qualifications

  • 5+ years of experience in Recruiting/Talent Acquisition managing end to end recruiting processes 
  • Experience supporting an organization with 4,000 or more employees
  • Experience in local government or the public sector.
  • Experience supporting managing a recruitment portfolio of 400 or more employees
