Job Description Summary:

Through discovery, applied solutions, and education, the Batten School & VIMS address complex coastal and marine challenges of societal importance.

The VIMS Office of Human Resources supports this mission by building and sustaining a high-performing, research-aligned workforce. As the dedicated HR function for the VIMS campus, the office partners with leadership to design and implement workforce strategies that ensure operational effectiveness, regulatory compliance, and long-term talent sustainability within a grant-funded and research-intensive environment.

The Talent Acquisition Partner leads talent acquisition, workforce planning, position management, and career pathway development for the Batten School & VIMS. This role is responsible for building and sustaining a strategic talent pipeline that supports faculty, staff, research personnel, internships, and fellowship programs. 

Partnering closely with department leaders, the Talent Acquisition Partner designs recruitment strategies, oversees full-cycle hiring operations, coordinates external and grant-funded assignments, and implements structured career progression frameworks across employee groups. The role ensures that talent strategies are aligned with institutional priorities, workforce analytics, and the evolving needs of a dynamic research enterprise. 

Job Description:

Required Qualifications 

  • Bachelor’s degree in Human Resources, Business, Higher Education Administration, or related field and/or equivalent combination of experience and training. 

  • Experience in full-cycle recruitment and workforce planning. 

  • Strong knowledge of employment practices and talent strategy. 

  • Experience managing multiple recruitment pipelines. 

Preferred Qualifications 

  • Experience in higher education, research, or grant-funded environments. 

  • Experience designing career progression frameworks. 

  • HR certification (SHRM-CP preferred). 

  • Experience with Workday recruitment module. 

Salary Range: Starting at $55,000, commensurate with experience

Conditions of Employment: This position may require occasional work outside of typical business hours and/or on weekends. 

 

Core Duties Responsibilities 

Talent Acquisition Strategy & Execution (30%) 

  • Lead full-cycle recruitment for VIMS positions (faculty support, research, administrative, and skilled trades), overseeing intake consultation, sourcing strategy, screening, interview process design, offer development, and onboarding coordination to ensure an efficient and high-quality hiring experience. 

  • Develop and implement recruitment strategies aligned with workforce planning priorities, operational demands, and diverse funding models (E&G, auxiliary, and grant-funded positions), ensuring sustainable and timely staffing solutions. 

  • Partner with hiring managers to develop strong, compliant position descriptions and aligned workforce plans, ensuring clarity of expectations, appropriate classification, competitive market positioning, and long-term organizational alignment. 

  • Ensure compliance with Equal Employment Opportunity (EEO) standards and applicable University and Virginia Department of Human Resource Management (DHRM) policies, maintaining fair, equitable, and defensible hiring practices. 

  • Monitor and analyze time-to-fill, applicant flow, and other recruitment metrics to identify trends, improve processes, and provide data-informed recommendations to leadership. 

Workforce Planning & Position Management (20%) 

  • Maintain oversight of position inventory, FTE tracking, and funding alignment, ensuring accurate reporting, vacancy monitoring, and alignment between authorized positions and budgeted resources. 

  • Partner with leadership to forecast short- and long-term workforce needs, supporting strategic staffing plans based on operational demands, enrollment trends, research growth, and succession planning considerations. 

  • Support grant-funded position planning and costing allocations by collaborating with finance and research administration to ensure appropriate labor distribution, compliance with funding requirements, and sustainability planning. 

  • Ensure accurate position control and organizational structure management within HR systems, maintaining integrity of job classifications, reporting lines, funding splits, and approval workflows. 

 

Career Pathways Program Development (15%) 

  • Design and implement structured career pathways across VIMS functional areas, establishing clear role progressions, skill expectations, and advancement criteria to support employee development, retention, and workforce planning. 

  • Align job families with defined growth opportunities and competency models, ensuring consistency in role expectations, required capabilities, and career mobility across departments. 

  • Develop progression guidelines and promotional frameworks that outline transparent criteria for advancement, performance benchmarks, and readiness indicators to promote equitable and strategic talent movement. 

Internship & Fellowship Program Management (15%) 

  • Oversee the recruitment and hiring process for VIMS internship programs (undergraduate, graduate, and seasonal) in coordination with hiring managers, including position development, posting strategy, applicant screening, interview coordination, offer management, and onboarding to ensure a consistent, compliant, and high-quality candidate experience. 

  • Oversee the recruitment and hiring process for VIMS fellowship programs in coordination with hiring managers, including program intake, recruitment planning, candidate evaluation, selection guidance, offer development, and onboarding support to ensure alignment with institutional policies, funding requirements, and program objectives. 

  • Partner with faculty and research leaders to build pipeline programs. 

Data & Reporting (15%) 

  • Track and analyze recruitment metrics and workforce analytics, including time-to-fill, applicant flow, source effectiveness, vacancy trends, and turnover indicators to inform decision-making. 

  • Provide regular and ad hoc reports to leadership on vacancy rates, hiring timelines, workforce composition, and emerging talent trends, translating data into clear, actionable insights. 

  • Support strategic HR and workforce planning initiatives by leveraging data to identify capacity gaps, forecast hiring needs, and guide resource allocation decisions. 

Compliance & Process Improvement (5%) 

  • Ensure recruitment, internship, and fellowship processes comply with applicable University policies, Equal Employment Opportunity standards, and Virginia Department of Human Resource Management (DHRM) guidelines. 

  • Continuously evaluate and improve recruitment workflows within Workday and internal HR systems, streamlining processes, enhancing user experience, and strengthening data integrity and documentation practices.
