Under the direction of the HR Manager, the Talent Acquisition Partner is responsible for delivering all facets of recruiting success throughout the organization in the development and implementation of a full cycle recruiting and comprehensive onboarding program reflective of the Island Health C.A.R.E.S. values.
What you will be doing:
Sourcing & Screening:
- Developing a comprehensive outreach strategy incorporating our values and patient centered care philosophy to include recruitment advertising, social media presence and building a pipeline through our partnerships with educational institutions. Increase our presence locally through participation in job fairs and in representing Island Health at community events.
- Recruitment Advertising – Identifies and develops advertising campaigns on a local, regional, or national level based on the unique needs of the position. Manages annual expenses to stay within advertising budget and evaluate effectiveness of advertising source. Develops Recruitment materials including brochures, fliers, job listings and other related materials.
- Social Media – Develops and maintains a social media presence for recruitment advertising and building a candidate pool for current and future employment needs. Ensures messaging is consistent with Island Health brand and Promise, incorporating content managed by Community Relations on the IH Facebook page, external website and intranet.
- Career Fairs / Job Fairs – Develops partnerships with educational institutions and local workforce placement agencies to build a pipeline of skilled candidates. Attends career fairs at educational institutions and local career fairs to advertise Island Health career opportunities and to network with potential candidates. Participates in employment workshops hosted in the local area to provide support and resources to those seeking employment. Represents Island Health at community events.
- Streamlining the application and selection process to improve the candidate and hiring manager experience through leveraging our applicant tracking system and improving the utility and value of the system.
- Applicant Tracking System – Utilizes applicant tracking system (ATS) to support efficient flow of candidates to Hiring Managers. Troubleshoots technical challenges with ATS for candidates and Hiring Manager users. Incorporates feedback from Hiring Manager users and candidates to revise application content and end user views to support an efficient and positive candidate and user experience.
- Screening Tools – Develops and incorporates screening tools such as ranking questions, pre-screening questions, skills assessments and other tools to support Hiring Manager in identifying and selecting qualified candidates to interview.
- Requisition Approval – Reviews all new requisition requests for appropriate content and approves for posting if sufficient, provides additional information to Senior Leadership team as requested. Posts all new positions online once all Senior Leadership approvals have been received, acts as a liaison with Hiring Manager with updates or additional information requests if necessary.
- Workforce Trends – Identifies market and workforce trends that may necessitate new recruitment strategies and initiatives to ensure the Hospital can remain competitive for key talent which may include recommendation for review of compensation, staffing plan, workforce development strategies or recruitment incentives for identified positions.
- Selection Duties:
- Partnering closely with hiring managers to improve the retention of new employees by focusing on all facets of the selection process to ensure we are identifying candidates that match our organizational values and are technically and/or clinically competent to perform in the role.
- Recruiting Metrics – Develops and utilizes reports to track and measure recruiting metrics to ensure success within, or better then, established industry standards to include time to fill, overall and hospital RN vacancy, and others.
- Selection Support – Provides individualized support to Hiring Managers based on open positions and Hiring Manager preference to include pre-screening candidates, participating in the interview process, coordinating on site interviews, and completing references. Develops selection tools and provides suggestions on the recruiting process to help identify and select candidate most qualified based on skills, knowledge, ability and organizational fit. Provides, influences, and ensures interviewing experience for all candidates is reflective of the Island Health C.A.R.E.S. values including timely candidate follow up.
- Employment Offers – Prepares and extends all employment offers on behalf of Island Health abiding by all relative parameters within the collective bargaining agreements and determining compensation structure consistent with Island Health’s compensation philosophy
Onboarding Duties:
- Contributes to the onboarding experience of the new hire that celebrates the Promise and a supports the successful transition for the employee into their new work environment.
- Pre-Employment Screening – Partners with HR Specialist to ensure onboarding experience for new employees at Pre-Employment Appointment is efficient, informative, and personable. Follows up on any pending onboarding requirements such as pre-employment drug screen and criminal background screen to ensure successful completion before New Employee Orientation.
- New Employee Orientation – Contributes to the design and facilitation of New Employee Orientation that provides an informative and engaging welcome to new employees reflective of the Island Health C.A.R.E.S. values.
- Onboarding Transition – Ensures communication to Hiring Managers regarding new employees is timely to support and encourage a seamless transition experience for new employees. Collaborates and supports the development of a post-orientation experience for new employees to ensure they have access to the tools and resources necessary to be successful.
What you'll bring:
- 5 – 7 years progressively responsible experience in healthcare or recruiting.
- Exceptional customer service skills and the ability to evaluate and communicate complex information in regularly understood terms.
- Skilled speaker, capable of developing and presenting information to a wide variety of audiences
- Exceptional writing skills that span complex correspondence, developing ad and brochure content, social media postings as well as creating routine HR documents, forms and work instructions and drafting policies.
- Well-versed in HR’s role in managing confidentiality, compliance and legal obligations in the healthcare arena.
- Advanced skills in Excel and Word and high-level of competency and interest in computer applications.
- Strong organizational skills, keen attention-to-detail and the ability to develop an efficient workflow in a high volume, dynamic work environment.
Your Qualifications:
- Bachelor’s degree in Human Resources, business, or related field.
- PHR/SPHR and/or SHRM-CP/SHRM-SCP certification preferred.
- Related HR experience in a healthcare setting, preferably a public employer in a unionized environment.
Location: Anacortes, WA, Onsite
Schedule: Full Time / 40 hours per week
Salary Range: $82,305.00 – $119,849.00 annually
