Mission
Successful canddiate will lead Flow’s regional hiring strategy and execution across MENA, building a scalable, high-performance recruiting function that enables rapid growth while maintaining exceptional talent quality and strong alignment with company values. The role will partner closely with business leaders and the Head of Human Resources to design workforce strategies, strengthen employer brand, improve hiring operations, and ensure Flow attracts and retains world-class talent across corporate and operational functions.
The role requires a highly hands-on operator who can balance strategic workforce planning with operational recruiting execution in a fast-paced, high-growth environment.
Required Qualifications

7–10 years of progressive talent acquisition experience, including leadership roles within high-growth, multinational organizations

Bachelor’s degree in Human Resources, Business Administration, or related field

Proven experience building and scaling recruiting functions in fast-paced startup or scale-up environments

Strong understanding of talent acquisition best practices, sourcing strategies, and recruiting operations

Experience hiring across multiple functions including executive, corporate, operational, technical, and leadership roles

Strong understanding of labor market dynamics and hiring practices across MENA
-
Experience supporting Saudization and Emiratisation hiring initiatives

Excellent stakeholder management, communication, and influencing skills

Strong analytical and reporting capabilities with experience using recruiting metrics to drive performance

Fluent in English and Arabic

Experience with ATS platforms, recruiting analytics tools, LinkedIn Recruiter, and AI-enabled sourcing technologies

Responsibilities
Talent Acquisition Strategy

Develop and execute regional recruiting strategies aligned with organizational growth and workforce priorities

Partner with leadership on hiring plans, workforce forecasting, and organizational scaling

Build scalable recruiting operating models and service-level expectations across the hiring lifecycle
Recruiting & Sourcing

Lead end-to-end recruiting efforts for leadership, corporate, operational, and specialized roles

Build proactive sourcing strategies and talent pipelines across key regional markets

Improve structured interviewing, assessment processes, and hiring calibration practices
Employer Branding & Candidate Experience

Strengthen Flow’s employer brand and market positioning as an employer of choice

Improve candidate engagement, communication, and experience throughout the recruiting process

Partner with Marketing and HR on recruitment campaigns, talent branding, and social recruiting initiatives
Recruiting Operations & Analytics

Oversee ATS management, recruiting workflows, reporting, and recruiting process optimization

Establish recruiting dashboards and KPI reporting for leadership teams

Leverage recruiting analytics and market intelligence to improve hiring decisions and workforce planning
Compliance & Workforce Localization

Support compliance with local labor laws, hiring regulations, Saudization, and Emiratisation requirements

Partner with HR and Legal on employment documentation and hiring compliance processes
Hiring Manager Partnership

Train and coach hiring managers on interviewing, candidate evaluation, and recruiting best practices

Influence leadership teams on organizational design, talent planning, and hiring prioritization
Team Leadership

Build, mentor, and develop the talent acquisition team while establishing scalable recruiting standards and operating procedures

Create “first-principles” playbooks for sourcing, interviewing, hiring, and onboarding coordination
