ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.

The Human Resources Management Branch is responsible for maintaining ACT's Peacetime Establishments (PE) on behalf of SACT as PE Authority; providing administrative and personnel customer service to all NATO and Partner Nations; and performing human resource management and recruitment functions with respect to HQ SACT and JALLC civilian staff. 

You will work in the Talent Acquisition Cell of the HRM Branch. 

Principal Duties:

  • Responsible for providing all functions to enable the talent acquisition process. 
  • Assist in the preparation and administration of the recruitment and selection processes for NATO International Civilians and Temporary Civilian Personnel in accordance with the NATO Civilian Personnel Regulations (NCPRs) and the relevant ACT Directives.
  • Providing direct support to HQ SACT on the advertising and recruitment of civilian personnel. 
  • The review of Job Descriptions prior to advertising, ensuring engagement across the HQ with the relevant branches.
  • Coordinates SME input from across the HQ sifting the recruitment of civilians, including shortlisting, preliminary interviews, organising interview panels and advising on selection procedures
  • Focus on candidate attraction and sourcing hard to fill vacancies
  • Keeps a suspense roster on all recruitment actions and advises the Section Head (Recruitment) accordingly.
  • Prepares, as instructed, the transfer of civilian personnel.
  • Supports procedures (exit interviews) for staff who separate from the Organisation

Essential Qualifications

  • Higher Secondary education and intermediate vocational training in human resources management, business administration, law, social sciences, or related field, public administration or related discipline which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience
  • One -Two years’ experience in administration and support of recruitment/Talent acquisition, executing attraction and selection activities including screening applications, building assessment criteria and conducting and facilitating interviews.
  • Experience in the application management of an automated application tracking system (preferably Oracle Taleo).

  • Experience working in a multinational, intergovernmental organization or similar environment.

Professional Contacts:

  • Will routinely interface with others inside and/or outside organization on functional matters. Solicits/gives information and provides advice/guidance. May negotiate at own level and should use initiative. He/she could commit the organizational element to a course of action. 
  • Maintains professional contacts with heads of sections and selection board members at HQ SACT and JALLC, with internal and external candidates (NIC and TCP staff), with other NATO bodies.

Contribution To Objectives:

  • Will contribute to the establishment and maintenance of relevant procedures, taking into account the needs of the Headquarters and the staff.  The work consists of the day-to- day support to recruitment, selection and onboarding activities. This enables Selection Boards to recommend the most qualified and suitable candidate to be hired by HQ SACT and JALLC.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
