Essential Functions/ Job Competencies/ Physical Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Conducts outreach and leverages resources; sources candidates through networking, job boards, and social media (e.g. LinkedIn, Indeed)
  • Partners with professional associations and with universities, technical schools (including academic agreements), and maintains talent pipelines for future openings.
  • Interviews and screens candidates to ensure qualifications meet open positions, measure capabilities. and aptitude.
  • Presents job opportunities to qualified candidates and negotiate job offers for the most qualified candidates. 
  • Oversees all pre-employment requirements (e.g., background investigations including reference checks and drug testing) to ensure compliance and proper applicant tracking flow and records maintenance. 
  • Serves as the recruiting liaison to department-sponsored committees and initiatives, such as college recruitment programs. 
  • Works closely with the Recruitment & HRIS Manager to ensure all recruiting communications and records are in accordance with organizational policies and procedures and records as such. 
  • Will be required to drive a City vehicle for city business use.
  • Performs other duties as assigned.

Knowledge of:
  • Knowledge of sourcing techniques, behavioral interviewing, and selection methods
  • Knowledge of principles and practices of human resources administration and full-cycle recruitment and assessment. 
  • Knowledge of industry trends, salary benchmarks, and competitor hiring strategies to stay competitive in attracting top talent.
  • Knowledge of local, state, and federal human resources laws, rules and regulations and court findings, including civil service rules and regulations.
  • Knowledge in social media platforms such as: LinkedIn Recruiter, Indeed, and other social media outlets. 
  • Knowledge of principles and practices of human resources administration and full-cycle recruitment and assessment.
  • Knowledge of the company's mission, values, and culture.

WORK ENVIRONMENT/CONDITIONS AND PHYSICAL DEMANDS

Physical Effort Requirements 

Position will have the following exposures

  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.
  • Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Minimum Qualifications

Required Education and Experience:

  • Bachelor's Degree from an accredited* college or university in Human Resources, Business Administration, Public Administration, or a related field.
  • At least five (5) years of experience a human resources generalist, human resources analyst, recruitment specialist, senior recruiting business partner, recruiting lead, employer branding specialist, sourcing specialist, recruitment consultant, or strategic recruiting. 

       *Council of Higher Education Accreditation (C.H.E.A.)

Valid Licenses and Certifications

Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
 

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
 

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
