Senior Manager Human Resources - Talent Acquisition
Arcutis BiotherapeuticsThe Senior Manager, Human Resources - Talent Acquisition is a key operational partner within Arcutis, responsible for executing talent acquisition for assigned roles and overseeing contractor workforce management. This role ensures the organization attracts and hires top talent, partners with business leaders and HR colleagues, drives efficiency in recruitment cost while maintaining and enhancing the company’s culture.
Roles & Responsibilities
Talent Acquisition Operations
- Lead full-cycle recruitment for a range of roles across Arcutis. Collaborates closely with HRBPs on TA planning, execution and follow-up.
- Partner with HRBPs and hiring leaders to understand workforce planning needs and build effective hiring strategies aligned with business goals.
- Develop and execute proactive sourcing strategies to attract highly specialized talent.
- Ensure a seamless, compliant, and high-quality candidate experience.
- Track and analyze key recruitment metrics (e.g., time-to-fill, diversity of hire, pipeline strength) and implement continuous improvements.
- Manage relationships with external recruiting partners and specialized search firms.
- Strengthen the organization’s employer brand via LinkedIn, Arcutis Careers page and other channels.
- Optimize the use of recruitment systems including ADP Workforce Now, LinkedIn and background check services, and other talent analytics platforms.
Contractor Workforce Management
- Oversee the end-to-end lifecycle of the contractor, consultant, and contingent workforce, including onboarding, compliance, and offboarding in partnership with the user provisioning team.
- Partner with HRBPs, hiring managers and business leaders to assess contractor resource needs and workforce planning requirements.
- Responsible for contractor agreement process to ensure compliance and consistency.
- Partner with procurement, finance, and functional leaders to manage vendor relationships and staffing agencies.
- Ensure compliance with co-employment regulations, worker classification laws, and industry-specific requirements.
- Monitor contractor utilization, cost efficiency, and workforce scalability.
- Implement processes and systems to optimize visibility and governance of the extended workforce.
- Support workforce planning strategies that effectively balance full-time employees and contingent labor.
- Develop contractor dashboard to enable the business to understand the size and demographic of contract staff at any given time to enable resource planning and decision making.
HR Generalist (as needed)
- In partnership with HRBPs, manage assigned employee relations matters, including investigations, conflict resolution, and performance concerns.
- Support performance management processes, including goal setting, feedback cycles, and development planning.
- Ensure compliance with all applicable federal, state, and local employment laws, as well as industry regulations relevant to biopharma.
- Assist in policy development, organizational design, and change management initiatives.
- Drive employee engagement, culture-building, and retention strategies.
- Other duties that may be assigned.
Education & Licenses and Experience
Typically requires a Bachelor’s degree and at least 5+ years of related experience, or the equivalent combination of education and experience.  Full cycle recruitment experience required. Â

- Up to speed with current recruitment trends, including use of AI and candidate mining using LinkedIn Recruiter Seat,Â
- Ability to work in a fast-paced, dynamic environment with minimal supervision
- Ability to adapt well under pressure
- Ability to prioritize and manage multiple priorities and responsibilities simultaneously and follow-through on issues in a timely manner
- Strong collaboration skills
- Effective verbal and written communication skills
- Proficient in the use of business productivity software (Excel, Word, PowerPoint, etc.)
- Some travel may be required
