Description

To lead, plan, develop, and direct delivery team and recruitment strategies for the identification, attraction and on-boarding of top talent to meet Navy Federal’s evolving business needs. Contribute to the development and execution of Talent Acquisition's strategic objectives. Foster a continuous learning culture of development and upskilling to ensure exceptional service to drive enterprise goals, strategies, mission, and vision. Serve as subject matter expert for key stakeholders and support transformational efforts   to enhance strategic sourcing and hiring. Identify and enable innovative best practices to deliver exceptional candidate and hiring leader experiences to attract and retain talent that will accomplish Navy Federal’s business objectives.



Responsibilities
  • Lead Talent Acquisition delivery across the enterprise, contribute to work prioritization; set goals and evaluate and implement standards to ensure alignment with department/organization objectives.
  • Partner with Strategic Workforce Planning, Human Resources Business Partners, and Department executives and leadership to develop short- and long-term strategic direction and roadmaps for the future workforce.
  • Develop, support, and guide leaders and contributors to execute TA strategies that support flexible staffing models aligned to business needs; ensure quality of hires to meet enterprise needs.
  • Leverage market analytics and partner with cross functional teams to contextualize data to inform and influence strategic direction and drive decisions to enhance TA operations and programs.
  • Stay apprised of current trends, best practices, workplace demographics, outreach, marketplace competitiveness, and strength and condition of labor markets to optimize Navy Federal's ability to attract qualified applicants
  • Contribute to employer branding, serving as a Talent Ambassador, and ensure alignment with Navy Federal's mission and values.
  • Support the development and monitoring of recruiting metrics in order to assess the effectiveness of recruitment strategies and processes; continuously improve through funnel analytics, quality observations, and candidate/manager feedback loops.
  • Contribute to the governance of and strategy for responsible use of technology in hiring: if/where AI tools or features are used, inputs for RFPs, and readiness for audits as required
  • Identify, develop, manage, and select recruiting sources, tools, programs, campaigns, and media (e.g., NFO, social media sites, networking, advertisements, career fairs, direct sourcing, broadcast media), in partnership with Brand Strategists, to ensure maximum impact and effectiveness of our employment branding and recruiting activities.
  • Operationalize structured interviewing (competency-based questions, anchored rubrics, trained panels) and job-analysis-driven criteria.
  • Advance skills-first hiring (skills profiles, job simulations, work samples, portfolio reviews) to widen talent pools and improve prediction of success. 
  • Own the delivery of TA operations capacity planning, SLA design, recruiter enablement and quality, interview training delivery, and strategy for integrations with HR technologies.
  • Guide staff and management to ensure policies, procedures, and employment laws and regulations are being applied fairly, equitably, and consistently.
  • Partner with cross functional teams to enhance internal talent movement and rotation through strategic programs and culture change that enable a robust future pipeline of talent in all areas.
  • Perform managerial responsibilities.   
  • Prepare, conduct and review performance appraisals.
  • Coach and develop a high-performing team of leaders, TA Partners, Talent Scouts, Sourcers, and Coordinators; set clear expectations, run calibrations, and lead change.
  • Ensure section/branch goals and objectives align with division/department strategy 
  • Ensure efficiency of operations.
  • Perform other duties as assigned.


Qualifications
  • Significant experience with high volume recruiting and complex, high demand skill sets 
  • Experience in the full spectrum of life cycle recruiting processes and related practices, regulations, and systems 
  • Advanced knowledge of the relationships between Talent Acquisition and other HR functions and business operations
  • Demonstrated creative approaches to Employer branding, new talent channels, and diverse talent communities   
  • Experience in leading and developing cross-functional, multi-dimensional teams and complex projects which have business risk and impact
  • Experience in identifying relevant analytical problems, determining appropriate diagnostic methods and solving unique and complex issues/opportunities 
  • Significant experience with emotional intelligence and effectively interacting with diverse teams
  • Effective skills in results-oriented leadership in a dynamic environment
  • Skill demonstrating thought leadership in providing vision & strategic thinking
  • Advanced leadership, delegation, coaching, empowerment, inspiration, and mentoring skills and the ability to make sound long and short-term business decisions

  • Bachelor’s Degree in Human Resources, Business or related field, or the equivalent combination of education, training, and experience

Desired Qualifications

  • Experience with evolving Artificial Intelligence (AI) tools
  • Technology and Financial Services industry experience
  • Working knowledge of Navy Federal's functions, philosophy, operations and organizational objectives
  • Working knowledge of Navy Federal Human Resources policies, procedures, and programs
  • Advanced knowledge of Navy Federal’s functions, philosophy, operations and organizational objectives
