Essential Duties and Tasks:
- Lead and develop the Talent Acquisition team to deliver proactive, consultative, and innovative recruitment strategies.
- Partner with HR leadership and department leaders to forecast talent needs and align hiring plans with strategic objectives.
- Oversee the full recruitment life cycle including sourcing, interviewing, offer negotiation, and onboarding support.
- Drive continuous improvement in the candidate experience, hiring manager satisfaction, and recruitment process efficiency. Implement inclusive hiring practices and embed DEI principles into recruitment strategies and outreach. Evaluate and refine recruitment tools, applicant tracking systems, and analytics to ensure effective decision-making. Establish and monitor recruiting KPIs such as time-to-fill, quality-of-hire, and pipeline conversion rates.
- Build and maintain talent pipelines for critical and hard-to-fill roles. Stay informed of labor market trends, recruitment technology, and employment law compliance. Performs other duties as assigned.

Education and Experience:
- Bachelor’s Degree required in HR, Business or related field.
- Must have a minimum of three (3) years of progressive talent acquisition experience, including at least one (1) year in a leadership or management role.
- Advanced web searching skills and a proven track record of sourcing all levels of active and passive candidates.
- Significant knowledge of hiring processes and practices such as recruiting metrics, behavioral based interview techniques, compensation and federal and state employment law.
- Proven expertise in full-cycle recruitment, talent strategy, and team leadership. Ability to effectively prioritize the workload considering customer’s needs while delivering and adjusting expectations.

- Must have reliable transportation to and from work.
- Must have valid driver’s license and insurance.
- Travel across the state and to other locations beyond the assigned work location as required; 25% travel required.
Physical Demands:
- This job may have physical requirements that are considered light work. Physical demand requirements are more than those for sedentary work. Sedentary work involves sitting for long periods of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking, hearing, and visual acuity. Light work includes occasional ladder climbing, lifting up to 20lbs occasionally and/or up to 10lbs frequently.
- Occasional travel to other locations beyond the assigned work location as required.
