The City of Durham is seeking an experienced, people-centered recruitment leader to serve as Human Resources Manager over Talent Acquisition. Reporting to HR senior leadership, this role leads the citywide recruitment and selection function for an organization of approximately 2,800 employees across 26 departments.

This is an exciting time to join the City. HR is investing in Talent Acquisition’s next chapter: expanding into a full-service, consultative recruitment operation that partners closely with departments and delivers strong outcomes for candidates and hiring managers alike. The City recently went live on Oracle Fusion Cloud HCM, including Oracle Recruiting Cloud, and this leader will guide the optimization and full adoption of the new recruiting platform alongside a dedicated, talented team.

The successful candidate will:

  • Expand end-to-end recruitment services — proactive sourcing, candidate evaluation, and consultative support to hiring departments, including hard-to-fill and executive searches.
  • Lead Oracle Recruiting Cloud optimization and adoption, including hiring manager training, workflow refinement, standardized offer letters and communications, and clean, reliable recruitment data and reporting.
  • Champion recruitment metrics that tell the team’s story — vacancy rates, time-to-fill, candidate and hiring manager satisfaction.
  • Coach, develop, and champion a small professional team, investing in each member’s growth and success.
  • Partner across HR divisions (L&OD, HRIS, Compensation, HR Connect) to connect recruiting with onboarding, workforce planning, and the employee lifecycle.

Duties/Responsibilities

  • Manage the citywide recruitment and selection process, ensuring compliance with policies, practices, and procedures, including consulting with departments to resolve recruitment and hiring issues.
  • Lead the Talent Acquisition team: supervise professional and paraprofessional staff, including prioritizing and assigning work, training, coaching, and evaluating performance.
  • Serve as business owner of Oracle Recruiting Cloud: guide configuration priorities, adoption, hiring manager enablement, and continuous improvement of recruiting workflows.
  • Facilitate executive and hard-to-fill candidate searches, including proactive sourcing strategies and coordination with search firms when appropriate.
  • Review applicant-tracking information; oversee job postings, offer processes, and background checks; extend job offers.
  • Perform complex data analyses; prepare original reports on recruitment outcomes; identify trends; and facilitate process improvements.
  • Manage budgets and expenditures; assess resource needs; develop requests for proposals; and negotiate and administer vendor contracts.
  • Oversee the preparation and review of job descriptions and internal and external recruitment communications and marketing materials.
  • Collaborate with City management, departments, consultants, vendors, and other internal and external contacts; provide expert consultation; and participate in strategic planning activities.
  • Conduct research and special projects related to talent acquisition and workforce planning.

Minimum Qualifications & Experience

  • Bachelor’s degree in human resources, social sciences, industrial/organizational psychology or directly related field, six years of professional human resources experience, and three years of supervisory experience.  
    OR
    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Additional Preferred Skills

  • Human Resources certification preferred in area of assignment (i.e.CEBS, IPMA-CP or CS, certification in national development organization, mediator certification, or SHRM).
  • Experience implementing, optimizing, or administering a cloud-based applicant tracking system — Oracle Recruiting Cloud / Oracle Fusion HCM strongly preferred.
  • Experience leading full-cycle recruitment operations in the public sector or another complex, multi-department organization.
  • Demonstrated success in establishing recruitment metrics and improving outcomes such as time-to-fill and quality of hire.
  • Experience guiding teams through periods of growth and technology change.
