The Attorney General’s Office (AGO) is recruiting for a permanent full-time Talent Acquisition Consultant (Human Resource Consultant 3) to join the agency's Human Resources Office. This position will be located in Tumwater, Washington, and is not union-represented. We offer flexible and hybrid work schedules in accordance with AGO policy.Â

Human Resource Consultant 3 (Salary Range 59): $67,992 – $91,464/annual.
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

The Talent Acquisition Consultant plays a key role in the agency by coordinating and administering the recruitment and selection process for AGO Washington General Service Classifications (WGS), Washington Management Service positions (WMS), and Exempt positions across the state. This position supports recruitment for a wide array of agency needs including Legal Assistants, Paralegals, and Investigators, budget and finance positions, information technology positions, Interns, Law Clerks, and more.

Duties and Essential Functions of a Talent Acquisition Consultant at the AGO
The primary function of this position is to provide expert consultation on recruitment, selection, and hiring-related matters to our partners and customers, which may include, but is not limited to:

Full Life-Cycle Recruitment, Outreach, and Talent Sourcing
- Leverage your knowledge of HR laws, policies, and guidelines, with technical proficiency to lead recruitment, selection, and hiring initiatives
- Attract diverse and qualified applicant pools through strategic advertisement, sourcing, and outreach
- Manage recruitments within an Online Recruiting System, including posting announcements and screening applicants based upon both AGO and position-specific criteria
- Set salaries, prepare offers, and give permission to hiring managers and appointing authorities to extend offers

Consultation and Training
- Provide options-based advice to agency management, supervisors, employees, and applicants regarding a full array of talent acquisition topics while managing risk and providing comprehensive support
- Reinforce objective screening, interviewing, and selection processes to ensure equitable hiring outcomes
- Train new supervisors on agency recruitment processes
- Inform current employees about professional development and career advancement opportunities

Paralegal Internship Program and Law Clerk Program Administrative Support
- Impact the opportunities available to the future workforce by assisting the Talent Acquisition Supervisor and Workforce Outreach and Development Coordinator with division consultation actions related to the selection and placement of paralegal interns and law clerks
- Provide support as an alternate for application of established recruitment protocols for both the law clerk and paralegal intern programs

Required Qualifications
Six (6) years total of combined experience and education with a focus in human resources, social or organizational behavioral sciences.OR
A bachelor’s degree with a focus in business, human resources, social or organizational behavioral sciences or related field,
AND
Two years of professional human resource experience.

Preferred Qualifications
The most competitive candidates will have developed the following skills and experience through public sector, corporate, nonprofit, military, staffing agency work, apprenticeship or workforce programs, freelance recruiting, or other talent acquisition environments:
- Independently coordinating full-cycle recruitment processes to include job analysis, candidate screening, interviewing, and selection
- Workflow tracking of applicant data utilizing Online Recruiting Systems and/or Applicant Tracking Systems. Experience in NEOGOV is highly preferred.
- Developing partnerships with agency divisions and providing options-based advice in accordance with state and federal pre-employment and employment laws, rules (Washington Administrative Code and Civil Service Rules), and Collective Bargaining Agreements
- Partnering with hiring managers to create job announcements that align with the minimum required qualifications provided within position descriptions and with associated employment and pre-employment laws and regulations
- Utilizing behavioral and performance-based hiring tools and practices and providing training on their purposes and functions
- HRCI or SHRM certification
