Job Overview

Under the general guidance of the Senior Manager, Talent Acquisition, manages and directs the operational infrastructure of the Talent Acquisition function. Oversees recruiting technology governance, automation initiatives, and process optimization to ensure an efficient, compliant, technology-enabled recruiting operation and onboarding operations. Performs professional-level work in the administration, configuration, and enhancement of talent acquisition systems and processes. Responsible for managing the functional capabilities of recruiting platforms, driving automation and AI utilization, and leading continuous improvement efforts that enhance recruiter capacity and candidate experience. 

 

What you will be doing:

  • Manages ATS, CRM, and Career Site platform functionality, automation buildout, campaign development, talent pool architecture, chatbot configuration, and optimization of system capabilities in alignment with Talent Acquisition strategy. 

  • Oversees Workday Recruiting Governance including recruiting workflow configuration, requisition lifecycle management, stage architecture, and process optimization in partnership with HRIS and TS to ensure operational efficiency and compliance. 

  • Leads AI-driven automation initiatives, including rediscovery campaigns, evergreen pipelines, skill-based matching strategies, and candidate engagement workflows to enhance recruiter efficiency and proactive pipelining. 

  • Manages the Career Site Content Management System (CMS), ensuring usability, branding alignment, and optimized candidate conversion performance. 

  • Oversees system integrations between recruiting platforms and related HCM systems to ensure data accuracy, workflow continuity, and operational reliability. 

  • Identifies process inefficiencies and implements continuous improvement initiatives across recruiting and onboarding workflows. 

  • Establishes and monitors service level agreements (SLAs) and operational performance standards to ensure accountability, efficiency, and service excellence. 

  • Manages and directs the day-to-day activities of the Onboarding Specialists, ensuring quality, timeliness, and compliance throughout the offer-to-start lifecycle. 

  • Develops, coaches, and monitors the performance of onboarding staff, providing training on systems, processes, and service expectations. 

  • Oversees the end-to-end onboarding process to ensure data integrity, regulatory compliance, and a consistent candidate experience while ensuring compliance with federal, state, and local employment laws, regulations, and Board policies. 

  • Partners with HRIS, TS, and internal stakeholders to support system enhancements, upgrades, integrations, and strategic technology initiatives aligned with Talent Acquisition goals. 

  • May occasionally manage a limited requisition workload to support recruiting operations during periods of high demand or operational need. 

 

What you will need:

  • Bachelor’s degree in HR, Business, Information Systems, or related field. 

  • Three (3) years of experience in talent acquisition operations, enablement, or recruiting technology. 

Required Knowledge, Skills and Abilities:

  • Experience with Recruiting CRM and Career Site Management platforms. 

  • Knowledge of recruiting operations, workflow governance, and process optimization. 

  • Knowledge of federal, state, and local employment laws and compliance requirements. 

  • Knowledge of Phenom CRM automation, campaign management, talent pools, chatbot configuration, and CMS capabilities. 

  • Knowledge of Workday Recruiting functionality, requisition lifecycle management, and workflow configuration. 

  • Knowledge of automation tools and AI-driven recruiting technologies. 

  • Strong project management and analytical skills. 

  • Ability to communicate effectively across all organizational levels. 

Desirable:

  • Experience with Phenom Talent Intelligence platform. 

  • Experience implementing recruiting automation or AI-driven initiatives. 

  • SHRM-CP/SHRM-SCP or PHR/SPHR certification. 

  • Supervisory or team lead experience.

  • Uses reasoning in problem solving and system configuration. 

  • Exchanges information by telephone, computer, in writing, and in person.
