Job Description
Assists with the overall management and leadership of the Talent Acquisition & Management (TAM) department in Human Resources; provides day-to-day support to the Executive Director with talent acquisition and management personnel; at the direction of leadership, manages, develops, and coordinates the Recruitment team; supervises the development and monitoring of Key Performance Indicators for each function within TAM in support of strategic planning initiatives aligned with the Division's Strategic Plan; participates in procurement initiatives and vendor management; effectively uses AI and industry platforms to advance digital operations and transformation; leads in the planning, organizing, supervising, and evaluating of the activities, program functions, personnel, physical, and fiscal resources in TAM.

Required

  • Any combination of education and experience equal to a master's degree in human resources, public administration, business administration, business management, or a related field.
  • Five (5) years of experience in human resources and/or business budget management, three (3) of which shall have been in a supervisory or leadership role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Flexibility to work evenings and weekends as required for recruitment and other HR functions.
  • Knowledge of the principles, practices, methods, functions, and current trends of administration related to recruitment and general talent acquisition operations.
  • Knowledge of online recruiting systems, applicant tracking and human resources information systems.
  • Knowledge of VDOE licensure and employment requirements, including alternative pathways to licensure and international hiring.
  • Knowledge of the funding and budget management processes.
  • Proficiency in the use of technology and data compilation, analysis, and reporting.
  • Ability to address multifaceted issues by analyzing information, evaluating results, and making sound recommendations for the best approach to short- and long-term problems.
  • Ability to manage and supervise program activities to ensure goals are met.
  • Ability to effectively lead teams and manage collaborative projects
  • Ability to establish and maintain successful collaborative working relationships with a variety of external and internal clients.
  • Ability to communicate effectively, both orally and in writing.

Preferred

  • Senior Professional in Human Resources (SHRM-SPHR, SCP, or pHCLE).


  1. Assists with the development of strategies to achieve the goals outlined in the Strategic Plan and monitors results for application to the TAM office. Creates and manages action plans, with measurable metrics, to ensure that services and programs are aligned with the Strategic Plan.
  2. Leads the Recruitment team in developing and executing division-wide talent acquisition strategies aligned with developing a world-class workforce that meets division goals. This includes overseeing in-person and virtual recruitment events as well as leveraging e-recruiting, digital marketing, social media outreach, and candidate engagement tools that increase candidate reach and experience.
  3. Oversees technical and process optimization by implementing and managing best practices with ATS, CRM, and HRIS platforms for efficient candidate tracking, communication, onboarding, and reporting.
  4. Coordinates complex and integrated departmental functions among recruitment, licensure, substitute, business operations, and technology staff specific to TAM.
  5. Manages processes related to the hiring of instructional, operational, administrative, and substitute employees and oversees Fairfax County Public Schools (FCPS) hiring practices to include identification of vacancies, along with the transfer, promotion, reduction in force, resignation and retirement of employees.
  6. Ensures compliance with federal laws, Virginia Department of Education (VDOE) requirements, and FCPS local policies and regulations.
  7. Assists with accurately projecting FCPS hiring needs through the tracking of the applicant pool, managing the identification of school-based human resources needs, and monitoring automated data in the recruitment automated systems for accuracy.
  8. Analyzes, identifies, and resolves budgetary issues, providing recommendations and advice related to budget development and forecasting.
  9. Collaborates with and/or supports schools, other offices and departments, and non-school agencies to accomplish the school division's mission.
  10. Prepares or coordinates written and oral reports and analysis to identify and interpret trends or patterns in data sets that communicate key insights.
  11. May participate in task forces, ad hoc committees, or meetings with community groups or employee associations.
  12. Performs related duties as required or assigned.


This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
